SOLUTION
No. Click File → Resize:
- Copy to new sizes makes a new design at A4 (or several sizes), with everything rearranged to fit, and keeps your original.
- Resize this design changes this design itself. Pick scale to fit everything, or keep things at their size and choose where they're anchored.
Ctrl+Z undoes a resize.
