SOLUTION
Add the photo, then drag its corners until it covers the page (hold Shift to stretch freely, or let it overflow the edges). Right-click → send backward until it's at the bottom, just above Background, and Lock it so you don't move it by accident.
Tip: lower its opacity in Properties, or add a dark shape on top, so text reads better.
